The course deals with social policies at the Council local level, as transformed by recent Laws and describes the main actors involved in the welfare effort of the 20 big Councils of the capital cities of Italian Regions from the point of view of a family policy they are requested to formulate by Law 328/00. This allows to build analytic instruments to read the mix of measures and services offered by each Council in an holistic way and identifies indicators to be applied in other contexts too.

Learning Objectives
I- The main concepts are defined to be used in the empirical part of the program: multilevel governance, types and stages of devolution in Italy, contractualization and subsidiarization of social policies, formulation and management of local plans, negotiated co-projecting.
II Family policy is employed as an indicator of cross coordination among sectors and of a good quality of measures of social policies, on the basis of several surveys about regional and local communities welfare.
Several good practices in big cities are compared in order to give orienting instruments to the professional post graduate stage of the second year.

Type of Assessment
The final examination is usually in oral form at the end of the course: it may be susbstituted -in part- by a written paper developing a case study, agreed upon with the teacher and due at least 10 days before the exam.
A mid term written examination will be proposed about the first part of the course.
